See the market as a living system, not a mailing list.

The difference

Coverage becomes commercially useful only when change, institutions, responsibilities and timing are connected.

Every number on this page has a defined scope. Coverage is not represented as proof of need, readiness or intent without supporting evidence.

Decision coverage

Responsibility matters more than a job-title list.

School decisions often cross several people and systems. We map the issue first, then identify the leadership, specialist, operational and budget responsibilities that need to understand it.

The c.327,000 coverage figure describes monitored role records across leadership, departmental, specialist, business and operational responsibilities. It is not a claim of 327,000 unique named or currently contactable people. The national baseline uses DfE 2025/26 workforce categories; school and trust-published evidence extends coverage where national data does not identify departmental and responsibility leads separately. Teachers without an additional relevant responsibility are excluded. Roles vary by phase, governance and trust structure, and one responsibility may sit with an individual, a shared service or several members of a decision group.

The intelligence foundation

Multiple evidence layers. One governed market view.

No single dataset establishes a commercial conclusion. The Observatory connects different evidence types, preserves their limits and strengthens an assessment only when the sources support one another.

01

Establishment spine

Schools, trusts, phases, types, governance, geography and identifiers form the national reference layer.

02

Standards & regulation

Inspection, curriculum, safeguarding and policy change establish the operating expectations around schools.

03

Workforce & capacity

Current workforce profiles, vacancies, temporary filling and role context help reveal whether change is deliverable.

04

Funding & governance

Funding, procurement, corporate and governance evidence connects a requirement to its accountable route.

05

Place, estate & infrastructure

Condition, energy, planning, development, environment, connectivity and grid context expose connected constraints.

06

School-published evidence

Institutional websites, reports, policies and notices help show how national change is appearing on the ground.

From intelligence to conversation

The Connection Layer

Our managed intelligence-to-conversation system. It turns an approved evidence position into a controlled, role-relevant journey and returns meaningful engagement for human follow-up.

Powered byVerified evidence · Defined audiences · Human judgement
  1. 01
    Observe

Continuously monitor defined public and school-published evidence for material change.

  2. 02
    Verify

Retain source, recency, scope, confidence and the limits of what each signal can prove.

  3. 03
    Resolve

Connect the development to affected institutions, trusts, roles and Connected Systems.

  4. 04
    Interpret

Human analysts decide what the evidence means for timing, relevance and a useful supplier response.

  5. 05
    Connect

The Connection Layer carries approved insight to a defined audience and returns engagement for qualified human follow-up.

What this changes for a supplier

Earlier relevance, clearer focus and a better reason to enter the conversation.

The outcome is not a larger send. It is a more defensible route from market change to the institutions and people for whom that change has genuine relevance.

01

Market definition

See the evidenced cohort around a requirement, including relevant schools absent from the existing pipeline.

02

Account timing

Separate present pressure, emerging conditions, monitoring cases and institutions with no material current signal.

03

Role relevance

Frame the issue around the people responsible for its educational, operational, financial and technical consequences.

04

Conversation quality

Lead with evidence and useful experience, then hand meaningful responses to people who can continue the discussion.

The operating boundary

The Observatory nominates and strengthens evidence. Analysts interpret it. The Connection Layer activates only an agreed audience and journey. School Connection retains independent editorial control, and no system silently manufactures a public claim, a buying intention or a favourable conclusion.
